The European payments revolution is here: What does the new instant payments regulation mean for you?

Since 9 October 2025, a new era has begun in the European Union's payment services landscape. The new instant payments regulation has forever changed the way we move money, enabling euro transfers that reach the recipient in a matter of seconds rather than days. This is not merely a technical update, but a fundamental shift affecting individuals' day-to-day financial management, companies' liquidity, and the competitiveness of the entire European economy. Forget waiting and uncertainty—the future is instant.
This monumental change, which is part of the broader SEPA (Single Euro Payments Area) initiative, aims to remove the last remaining barriers to payments within Europe. The regulation requires all banks and payment service providers operating in the euro area to offer their customers the ability to send and receive instant payments around the clock, seven days a week and 365 days a year. Best of all, this convenience must not come at an additional cost. The new legislation is designed to make instant payments the new norm, accessible and affordable to everyone.
This article delves into the details of the new regulation, providing a comprehensive overview of exactly what has changed, how the new system works technically, and what security measures have been implemented to protect consumers and businesses from fraud. We analyse the benefits this revolution brings to different parties—from individuals who can send money instantly in an emergency to large companies that optimise their supply chains through faster settlements. We also examine the implementation timeline and future prospects, which paint a picture of a unified, more efficient, and more secure European payments area.

What exactly changed on 9 October 2025?

1.October 2025 marks the day when the obligation for euro-area banks and payment service providers (PSPs) was extended to not only receive but also send instant payments. Although the obligation to receive instant payments already took effect on 9 January 2025, the circle has now been completed, creating a comprehensive and functional ecosystem. This means that every bank customer in the euro area can now expect to have the option of making lightning-fast euro transfers.
The new regulation [1] is centred around four main pillars that define this new reality:
1.Availability 24/7/365: Unlike traditional transfers, which were processed only during bank business hours and on business days, instant payments operate continuously. Whether it is late Friday evening, Sunday morning, or a public holiday, money moves without interruption.
2.The ten-second rule: The transfer must reach the recipient's account within a maximum of ten seconds after the sender confirms the payment. This is a radical change compared to the previous waiting time of 1-3 business days.
3.Equal fees: The regulation prohibits banks from charging more for instant payments than for regular, slower SEPA credit transfers. If a regular transfer is free, an instant payment must also be free. This principle ensures that instant payments do not become a premium service, but rather a widely used standard.
4.Verification of Payee: Before the payment is finally confirmed, the bank must provide the sender with a free service that checks whether the entered IBAN (International Bank Account Number) matches the recipient's name. This is a critically important innovation in fraud prevention.
Together, these four elements create a system that is not only significantly faster and more convenient, but also safer and fairer for all users.

How does it work? An in-depth analysis of technology and security

The backbone of the new instant payment system is the SEPA Instant Credit Transfer scheme (SCT Inst), developed by the European Payments Council (EPC), which is supported by several technological and regulatory innovations to ensure both speed and security.

SEPA Instant Credit Transfer (SCT Inst): The standard for a new era

The SEPA Instant Credit Transfer (SCT Inst) scheme [2] is a protocol that enables real-time money transfers in Europe. It was launched back in 2017, but the new regulation makes its use mandatory. The scheme's technical parameters are impressive:
•Processing time: The entire process, from initiating the payment to the funds being credited to the recipient's account, is limited to 10 seconds.
•Transaction limit: The limit was initially 15 000 euros, but it has been increased to 100 000 euros per transaction, covering the needs of most individuals and many small businesses.
•Continuous operation: The system is designed not to depend on traditional interbank settlement times, using dedicated platforms such as TARGET Instant Payment Settlement (TIPS), which is operated by Euroopa Keskpank.

“Verification of Payee”: Your new line of defence against fraud

One of the most important and user-visible updates is the mandatory verification that the recipient's name matches the IBAN (Verification of Payee, VoP) [3]. This is a direct response to widespread so-called “authorised push payment” (APP) fraud, in which criminals persuade the victim to make a transfer to an account under their control.
Before the new regulation, entering the correct IBAN was sufficient to make a transfer. The recipient's name was mainly informational, and a mismatch usually did not prevent the payment from going through. This created a situation where a person might think they were paying, for example, a repairman, while the money was actually going to a fraudster's account.
Now, before the payment is finally confirmed, the sender's bank sends a request to the recipient's bank, which checks whether the name and IBAN match. The sender receives one of the following responses:
•Exact match: The name and IBAN match.
•Close match: There is a minor difference (e.g. an abbreviated name or typo), but it is probably the correct recipient.
•No match: The name and IBAN do not match.
This allows the sender to verify that the money is going to the correct person or company before sending it. Similar systems have operated successfully for years in the United Kingdom (Confirmation of Payee) and the Netherlands, where they have significantly reduced certain types of fraud.

Banks' obligations and sanctions screening

In addition to providing the service, banks must also ensure its compliance with international sanctions. The regulation stipulates that banks must screen their customers against international sanctions lists at least once a day. This is a compromise that seeks to balance the need for fast payments with the obligation to prevent illegal activity. Unlike regular payments, where each transaction is checked separately, instant payments are subject to periodic customer-based rather than transaction-based screening.

Who benefits from this? The impact on individuals, businesses and the economy

The widespread adoption of instant payments brings far-reaching benefits, ranging from individual convenience to macroeconomic efficiency.

Individuals: Speed and convenience in everyday life

For private individuals, the impact of the changes is the most direct and tangible. Some practical examples:
•Emergencies: If a friend or family member urgently needs money to cover an unexpected expense, it will arrive within seconds, regardless of the day of the week or time of day.
•Splitting bills: Splitting a bill at a restaurant or repaying money borrowed from a friend becomes as easy and fast as handing over cash.
•Buying and selling used goods: When conducting transactions on platforms such as Facebook Marketplace or auto24.ee, the seller receives the money immediately, increasing security and trust for both parties.
•Budget management: The instant movement of money provides a better real-time overview of personal finances, reducing the impact of unexpected delays.

Businesses: Better cash flow and a competitive advantage

For businesses, the impact of instant payments is more strategic, helping to improve liquidity and operational efficiency.
•Improved cash flow management: Payments from customers reach the account immediately, improving the company's liquidity and reducing the need for working capital loans. This is particularly important for small and medium-sized enterprises (SMEs).
•Faster payment to suppliers: The ability to pay suppliers immediately after receiving goods or services helps improve relationships and opens up opportunities to negotiate better terms (e.g. discounts).
•Innovative business models: Instant payments enable the development of new services; for example, insurance companies can pay out claims instantly, or sharing economy platforms can pay service providers immediately after the work is completed.
•Cost reduction: Dependence on expensive alternatives such as credit card payments is reduced, especially for online sales.

The broader picture of the European economy: Increasing independence and innovation

At the macroeconomic level, the Instant Payments Regulation has two main objectives:
1.Increasing strategic autonomy: Europe has long depended on non-European payment systems, particularly for card payments, which are dominated by Visa and Mastercard. Creating a strong and unified instant payment system is a step towards Europe's strategic independence in the field of payment services.
2.Fostering innovation: By creating a pan-European real-time payment infrastructure, financial technology (fintech) companies and banks are given fertile ground for developing new and innovative products and services, which in turn increases competition and benefits the end consumer.

Implementation timeline: When will the changes reach you?

The regulation will be implemented gradually to give the various parties time to adapt. The timeline depends on whether the service provider is located in the euro area or not.

Future outlook: What comes next?

The entry into force of the Instant Payments Regulation is only the beginning. Euroopa Komisjon is closely monitoring its implementation to ensure that the service is affordable and accessible to everyone. The next major step is to extend the system to non-euro area countries by 2027, making instant euro transfers possible throughout the European Union.
In the longer term, the aim is to create a fully integrated and innovative European retail payments market where money moves as freely and quickly as information. This is an ambitious vision, but the instant payments revolution is a crucial step towards achieving it.
In conclusion, the new instant payments regulation is one of the most important steps taken in recent years to modernise Europe's financial system. It will have a real and positive impact on millions of people and hundreds of thousands of businesses, making payments faster, safer and more efficient than ever before. The revolution has begun, and it is happening in real time.
