How to check your pensionable service in Estonia: a simple step-by-step guide

How to check your pensionable service in Estonia: a simple step-by-step guide

How can you check your pensionable service in Estonia?

Many people want to know how much pensionable service they have accumulated in Estonia and how it affects their future pension or a pension that has already been awarded. The question seems simple, but viewing pension data can be confusing. This is especially true when the pension calculator displays terms such as base amount, service-related component, insurance component and combined component.

The line that raises the most questions is “Pensionable service up to 31.12.1998”. If, for example, it shows 0 years and 0 months, you may think that you have no pensionable service at all. In reality, this may not be the case. In Estonia, pension rights for different periods are calculated differently.

Simply put:

until 31.12.1998 pensionable service was calculated in years and months;

from 01.01.1999 onwards, social tax is very important when calculating pension rights;

from 01.01.2021 a combined component was added to the pension formula.

Therefore, you should not look at just one line. To get an accurate picture, you need to understand what each part means and where to check the official data.

Where can you officially view your pensionable service?

You can check your pension data using national e-services. The main ones are:

  • Sotsiaalkindlustusamet self-service portal;
  • the eesti.ee state portal;
  • The Tax and Customs Board's e-MTA environment.

It is best to start with the Sotsiaalkindlustusamet pension calculator, because it directly displays data related to calculating the pension. The pension calculator can also be accessed via Eesti.ee. e-MTA, meanwhile, helps you check whether your employment has been entered in the register and whether your income has been declared.

1. Sotsiaalkindlustusamet self-service portal: the main place to view pension data

If you want to see your pension entitlements and estimated pension amount, go to the Sotsiaalkindlustusamet self-service portal.

Address:
https://iseteenindus.sotsiaalkindlustusamet.ee

Step-by-step guide:

  1. Open the Sotsiaalkindlustusamet self-service portal.
  2. Click the login button.
  3. Log in using your ID card, Smart-ID or Mobile-ID.
  4. Find Calculators on the left.
  5. Open the pension calculator.
  6. View pension calculation data: base component, length-of-service component, insurance component, and combined component.

Sotsiaalkindlustusamet explains that the pension calculator allows you to review your data and estimate the amount of your pension. The old-age pension calculator provides an overview of accrued pension rights and the amount of the pension.

The pension amount is calculated using data available to the state. The Sotsiaalkindlustusamet website states that the pension amount depends on four components: the base component, length-of-service component, insurance component, and combined component. These components are added together to calculate the pension amount.

2. Eesti.ee: pension calculator via the state portal

Pension information can also be found on the state portal eesti.ee.

Address:
https://www.eesti.ee

Step-by-step guide:

  1. Open eesti.ee.
  2. Log in using your ID card, Smart-ID or Mobile-ID.
  3. Enter “pension calculator” in the search field.
  4. Open the pension calculator service.
  5. Proceed to view your pension data.

The Eesti.ee website states that the old-age pension calculator provides an overview of accrued pension rights and the amount of the pension. It is a good place to start if you are accustomed to using the state portal and want to find the service in the general state environment.

In practice, however, it is useful to know that the pension data itself is viewed through the Sotsiaalkindlustusamet system.

3. e-MTA: where can you check your employment data and income?

The pension calculator shows pension-related results, but sometimes you also need to check whether the employer has correctly registered your employment or whether your income has been declared.

To do this, go to the Maksu- ja Tolliamet e-services environment.

Address:
https://www.emta.ee

Viewing employment data:

  1. Open emta.ee.
  2. Log in to e-MTA.
  3. From the menu, select “Registers and enquiries”.
  4. Open “My employment records”.
  5. Check whether your employment records are in the register.

According to Maksu- ja Tolliamet, the employment register is a register that consolidates employment-related information. The data in the employment register form the basis for determining the social guarantees associated with employment.

This means that registering employment is not merely a formality. If the employer has correctly registered the employment and the taxes have been declared, this is also important for the person's social rights and future pension.

Viewing income in e-MTA:

  1. Log in to e-MTA.
  2. Select “Registers and queries”.
  3. Open “My queries”.
  4. Select “My income”.

According to the explanation provided by the Maksu- ja Tolliamet, e-MTA allows you to view an overview of your annual income and see who has made payments to you and in what amounts.

This is useful if you want to check whether your employer has correctly declared your wages.

What does “pensionable service until 31.12.1998” mean?

If the pension calculator has a row labelled “Pensionable service until 31.12.1998”, it shows the service accrued before 1999.

This period could include, for example:

  • official employment;
  • certain periods of study;
  • military service;
  • other periods provided for by law.

Importantly, such service must be documented if necessary. For example, with an employment record book, an archive certificate or another official document.

If this line shows 0 years and 0 months, it does not automatically mean that the person has no pension rights at all. It only means that the system contains no confirmed pensionable service accrued up to 31.12.1998.

If a person began working after 1998, this line is often blank or shows zero. In this case, the following components should be reviewed: the insurance component and the combined component.

What changed as of 01.01.1999?

The calculation of pension entitlements changed from 1999. The central factor was no longer simply how many years a person had worked. The amount of social tax paid for the person became important.

According to the explanation provided by Maksu- ja Tolliamet, social tax is used to finance pension insurance and national health insurance. Therefore, officially declared income and the social tax paid on it are very important for the future pension.

A simple example:

If a person was officially employed and the employer paid social tax on their wages, this is reflected in the calculation of pension entitlements.

If a person worked unofficially and no social tax was paid, that period may not produce the expected result in the pension calculation.

Therefore, you should always check whether your employment is visible in e-MTA and whether your income has been declared.

What does the Estonian state pension consist of?

According to Sotsiaalkindlustusamet, a pension consists of four components:

  1. basic component;
  2. length-of-service component;
  3. insurance part;
  4. combined part.

These parts are added together to calculate the pension amount.

Let us look at each component in simpler terms.

Base part

The basic component is the general component of the pension. It does not directly depend on the individual's previous length of service or salary. The basic component is one of the main elements of the pension formula.

A person sees this as a separate line in the pension calculator. This amount changes over time because pensions are indexed.

Length-of-service component

The length-of-service component is linked to pensionable service accrued up to 31.12.1998.

For example, if a person has 10 years of confirmed pensionable service before 1999, this affects their pension through the length-of-service component.

If there is no service before 1999 or it has not been documented, the length-of-service component may be 0.

This does not mean that pension rights accrued after 1999 disappear. They are reflected in other components.

Insurance part

The insurance component relates to the period from 01.01.1999 to 31.12.2020.

This component is not simply a “number of years”. It is based on pension insurance units, also known as insurance units. They depend on how much social tax was paid for the person compared with the Estonian average.

For example, the pension calculator may show:

Total insurance units for the period 01.01.1999–31.12.2020: 7,850

This does not mean 7 years and 8 months. It is the coefficient used to calculate the pension, i.e. the sum of the units.

If a person officially earned close to the average salary, they could accrue approximately one unit for one year. If the income was lower, fewer units accrued. If the income was higher, more units could accrue.

Combined part

The combined part has been in effect since 01.01.2021.

This component was added to the pension formula due to changes in the pension system. The combined component combines the principles of insurance-based and solidarity-based calculation.

The pension calculator may show, for example:

Total combined components accumulated since 01.01.2021: 2,640

This is also not a number of years in the usual sense. It is an indicator used to calculate the pension.

Example: how to read the figures in the pension calculator

Let’s take a simple example. A person opens the pension calculator and sees the following information:

  • pensionable service up to 31.12.1998: 0 years and 0 months;
  • total insurance components for 1999–2020: 8,200;
  • total joint units since 2021: 3,100;
  • base amount: shown on a separate line in the calculator.

An incorrect conclusion would be: “I have no pensionable service at all.”

The correct conclusion is: “I have no confirmed service record in the system from before 1999, but since 1999 I have accrued pension entitlements through social tax.”

This is a very important distinction.

Why can't all the numbers simply be read as years?

Some of the data in the pension calculator is given in years and months, while some is given as components.

Length of service up to 31.12.1998 is shown in years and months.

The insurance component and combined component are components used to calculate the pension, not actual years of employment.

Therefore, it is incorrect to simply add all the figures together and say that the result is the number of years of pensionable service.

If you want to understand your situation, check separately:

  • whether you have any pensionable service before 1999;
  • how many insurance components were accumulated in 1999–2020;
  • how many combined components have been accumulated since 2021;
  • whether employment records and income are displayed correctly in e-MTA.

What should you do if employment before 1999 is not shown?

If you worked before 31.12.1998, but the pension calculator shows 0 years of service for that period, it is worth checking the situation.

Possible reasons:

  • the employment record book data have not reached the system;
  • the employer’s documents must be searched for in the archives;
  • some periods require separate proof;
  • there may be an error in the data.

What should you do?

  1. Find your employment record book.
  2. Check whether the periods of employment are recorded correctly there.
  3. If the employer no longer exists, look into obtaining an archival certificate.
  4. Contact Sotsiaalkindlustusamet.
  5. Submit the required documents.

Do not leave this until you are close to retirement age. The sooner the data are corrected, the easier it will be to find the documents.

Why is it important to check e-MTA?

The pension calculator shows pension entitlements, while e-MTA lets you view employment and tax data.

If employment is not recorded in the register or income has not been declared, this may affect a person’s social security benefits. The employment register is important precisely because its data is used to determine various social entitlements.

Check from time to time:

  • whether your employer has registered your employment;
  • whether the employment start date is correct;
  • whether the employment end date is correct;
  • whether the income is visible in e-MTA;
  • whether the payer's details are correct.

If you notice an error, first ask your employer for clarification. If necessary, contact Maksu- ja Tolliamet or Sotsiaalkindlustusamet.

How do I log in to government e-services?

You can log in to all major government portals using electronic identification.

You can usually use:

  • ID card;
  • Smart-ID;
  • Mobile IDs.

If one method does not work, try another. For example, Smart-ID is often the most convenient option on a mobile device, while an ID card may be more convenient on a computer.

Frequently asked questions

Does 0 years of service up to 31.12.1998 mean that I have no pensionable service?

No. It only means that the system has no confirmed pensionable service from before 1999. Pension rights accrued after 1999 are reflected in the insurance component and the joint component.

Is the insurance component the same as years of service?

No. The insurance component is based on insurance units. They depend on the social tax paid on behalf of the person.

Where can I see whether my employer has registered my employment?

You can check this in e-MTA:
Registers and inquiries → My employments.

Where can I see my declared income?

You can check this in e-MTA:
Registers and queries → My queries → My income.

Where can I see the data used to calculate my pension?

The best option is the pension calculator in the Sotsiaalkindlustusamet self-service portal.

Does unofficial employment count towards a pension?

If the income was not officially declared and social tax was not paid, that period may not count towards pension entitlement. Officially declared income and social tax are very important when calculating a pension.

Summary

Checking your pensionable service and pension rights in Estonia is not difficult if you know where to look.

First, go to the Sotsiaalkindlustusamet self-service portal and open the pension calculator. There you can see which components make up your pension: the base component, the length-of-service component, the insurance component, and the combined component.

To check your employment data, go to e-MTA and open “My employments”. To check your income, view “My income”.

The most important thing is to understand that pensionable service accrued before 1999 and pension rights accrued after 1999 are calculated differently. If the length of service up to 31.12.1998 is zero, this does not automatically mean that the person has no pension rights. The entire pension calculation must be considered.

Check your information regularly. If you notice an error, deal with it as early as possible. Pension records directly affect your future income, so do not leave checking them until the last minute.
